ObserveA boundary is useful even before a diagnosis
Keep occupants away from water near electricity, sagging materials, damaged structures, sewage, chemicals, or an area you cannot assess safely. Do not enter water to reach a breaker, start equipment, or disturb finishes. Describe the area from safety and ask who must establish safe access. Immediate danger belongs with emergency services.
